The Citadel Task Force is the fourth of six Freedom Phalanx Task Forces, and the completion of all six grants the Task Force Commander Badge. The other five task forces are started by Positron, Synapse, Sister Psyche, Manticore, and Numina. Citadel himself is near the Green Line in Talos Island.

This task force is also designated as a Signature Task Force. As such, missions will always spawn mobs at level 30 or higher, regardless of team members' levels.

Introductions

Initial Contact

To form a task force, you need six or more heroes in your group.

You need at least 6 members on your team, all of them at least Level 25. If they are over Level 30, they will be automatically exemplared to Level 30 for the duration of the Task Force.

Missions

Investigate Council Base

Location -Independence Port

Briefing

Greetings. I have a very difficult task for you. Manticore recently discovered some disturbing data about the Council, and I need you to investigate. My sensors indicate increased Council activity in Independence Port. Please go there, investigate a Council base, and return with any data you find.

This problem must be addressed without delay.

You will henceforth be known as Task Force Name.

Mission Acceptance

Accept the task.

Unnecessary Solicitation

If Manticore's data is correct, the Council is up to something big.

Mission Objective(s)

This Council base looks newly formed.

  • Investigate Council base
    • Defeat All soldiers in base.

Debriefing

It appears the Council has yet another new base. If they are expanding this quickly, it can only mean trouble. I will scan the blueprints you found for any identifying features; perhaps we can determine the other base's location.

It is a pleasure to work with you, Task Force Steel. You may contact me at any time.

EdLetter.png Editor's Note:

The first two missions are always in Independence Port. The second mission door is usually the same as the first.

Defeat All Soldiers in base

Location -Independence Port

Briefing

I've examined these blueprints you found, and I think I've determined the location of the Council's new base. I need you to investigate that base, Task Force Name. We must find out what the Council is using it for.

Mission Acceptance

I believe the base has just been completed, so you should have the element of surprise.

Unnecessary Solicitation

Please determine more about the Council facility.

Mission Objective(s)

The smell of fresh paint is almost overpowering.

  • Defeat All soldiers in base.

Notable NPCs

  • Archon Racco

Debriefing

If that Council agent was telling the truth, we have our work cut out for us. I've begun the search for the other Council facilities he spoke of. With luck, you'll be able to take them out before they become a threat.

Defeat Base Leader and Guards

Location -Talos Island

Briefing

It looks like that Council agent may have been telling the truth when he warned you of their other facilities. I have located one in Talos Island; it looks like it's been around for a while, so they probably have a full supply of Zenith Mech Men. That's a good thing, because we need to know everything we can about these new mech men. I need you to shut down that facility and return with any data you find.

Mission Acceptance

I don't have any data on the abilities of these new Zenith Mech Men so be wary.

Unnecessary Solicitation

I need to know more about these new Zenith Mech Men.

Mission Objective(s)

This facility is older than the other Council base you shut down. You have to assume the Council has been using it for many months.

  • Find Evidence.
    • 3 Computers to Disable.

EdLetter.png Editor's Note:

Defeat Khellum, click three computers and one crate.

Debriefing

Well done, Task Force Name. These Mech Man parts you found could tell us a lot about the Council's new robots. I'll begin the analysis immediately.

Take Parts to Fareed Abdullah

Take Parts to Fareed Abdullah

Location -Steel Canyon

Briefing

My scans can't seem to determine anything about these new Zenith Mech Man parts. Please take the parts to Fareed Abdullah for examination. Then get over to Steel Canyon, I've located another Mech Man storage facility there.

Mission Acceptance

My scan indicates that the Steel Canyon facility has been in operation for some time. No doubt it will be heavily guarded.

Unnecessary Solicitation

I need those parts to get to Fareed Abdullah. He may be able to tell us how the Council has modified its Zenith Mech Men.

Mission Objective(s)

  • Take Parts to Fareed Abdullah

Briefing

So these are the Zenith Mech Man parts, huh? Interesting. I'll get to work analyzing them immediately. As soon as I have something, I'll let Citadel know.

EdLetter.png Editor's Note:

Fareed Abdullah is located by the Steel Canyon South train station.

Defeat base Leader, His Guards

Location -Skyway City

Unnecessary Solicitation

That facility in Steel Canyon is probably storing more of these next generation Mech Men. It's quite a threat, and I need you to take care of it.

Mission Objective(s)

The layout of this facility mimics the other three exactly.

  • Defeat base leader, His guards.

Notable NPCs

  • T.S.O.1.8.0.9 (Zenith Mech Man)
  • T.R.X.1.8.3.5 (Zenith Mech Man)
  • Max (Vortex Cor Leonis Archon)

Debriefing

Thanks for taking care of that Zenith Mech Man storage facility. It's a good thing you did; Fareed has completed his analysis of the Mech Man parts, and the results are quite alarming. I now know how the Mech Men were improved, and why my scans were not effective. They were built using the same technology that I was built with.

Defeat Base leader & Guards

Location -Skyway City, Talos Island

Briefing

It seems these new Zenith Mech Men have been built using the same technology that created me. I must warn you, that will make them quite dangerous. With Manticore's help, I've located the facility where these Mech Men are being built. I need you to get over there and halt that production of these new Zenith Mech Men.

Mission Acceptance

This is difficult for me, Task Force Name. Thank you for helping me.

Unnecessary Solicitation

I need you to stop the production of these new Mech Men.

Mission Objective(s)

The hiss and whirr of great machinery tells you that Mech production is going smoothly.

  • Defeat Base leader & guards.

EdLetter.png Editor's Note:

This mission does not have a named boss, but clearing the southern most room usually will complete.

Notable NPCs

  • V.R.6.2.9. (Zenith Mech Man)

Debriefing

That was well done, Task Force Name. But we must make certain there are no other facilities. If the Council continues to manufacture these new robots, the results will be disastrous. Your fame is growing by leaps and bounds.

Defeat 40 Council

Location -Independence Port

Briefing

We need to know if the council is producing any more of these advanced Zenith Mech Men. I would like you to go to independence Port and see if you can learn anything from the Council soldiers there.

Mission Acceptance

Those advanced Zenith Mech Men could be a real threat to this city, Task Force Name. We need to take whatever steps necessary to stop their production.

Unnecessary Solicitation

If the Council is producing more of those advanced Zenith Mech Men, we need to know about it.

Mission Objective(s)

  • Defeat 40 Council in Independence Port.

Debriefing

This data disc should lead us right to the Council's Mech Man production plants. Good work, Task Force Name.

Notes

  • Even though it isn't stated in the compass text, only defeating Council in Independence Port counts toward mission progress.

Defeat All Soldiers in Base

Location -Talos Island

Briefing I have analyzed the data disc you recovered from the Council agents. It gives the locations of several facilities that are producing the Council's new, advance Mech Men. The first facility is in Talos Island. Please shut down the facility and then return here.

Mission Acceptance

Go quickly, Task Force Name.

Unnecessary Solicitation

I want that Mech Man production facility shut down, without delay.

Mission Objective(s)

You managed to breach security quickly and quietly.

  • Defeat All Soldiers in Base.
    • 3 Computer systems to disable.

Debriefing

Thanks for shutting down that Council production plant, Character. We've got two more to go.

Defeat All Soldiers in Base

Location -Independence Port

Briefing

I've determined that the second Mech Man production plant is located in Independence Port. Please shut down the Independence Port facility, then return here. If you can learn anything more about the Council's new Zenith Mech Men, it would be most helpful.

Mission Acceptance

If you can learn anything more about the Council's new Zenith Mech Men, it would be most helpful.

Unnecessary Solicitation

Have you shut down that Mech Man production facility yet?

Mission Objective(s)

The base seems quiet and sparsely staffed. Perhaps these new Mech Men are not the Council's priority.

  • Defeat All Soldiers in Base
    • 3 Computer system to disable

Debriefing

Any new data about the Council's advanced Zenith Mech Men? No? Well, on to the third facility.

Defeat All Soldiers in Base

Briefing

The last Mech Man production facility is in Dark Astoria. If you can shut down that facility, we may be able to completely wipe out the threat these advanced Zenith Mech Men pose.

Mission Acceptance

You have performed admirably in this quest, my friends. I have no doubt you can see it through to the end.

Unnecessary Solicitation

There's one more Mech Man production plant for you to shut down.

Mission Objective(s)

Production in this facility is obviously booming. The loud noise of the machinery masks your entrance nicely.

  • Defeat all soldiers in base
    • 4 computer systems to disable

Notable NPCs

Location

  • Talos Island

Debriefing

Vandal. I haven't heard that name in years. It was the code name of Othman Doul, the technical genius behind the Zenith Mech Men. Vandal's designs have only become more radical since he began working under the auspices of the Council. I should have known he was behind these new, advanced robots.

Defeat Vandal and his Minions

Vandal

Briefing

This task is extremely dangerous, Task Force Name. And it is extremely important to me. If Vandal is using my technology to create these new, advance Zenith Mech Men, than I am, in some way, responsible for the havoc they will wreak. Please arrest Vandal and ensure that he will do no more harm.

Mission Acceptance

You have my gratitude, Task Force Name.

Unnecessary Solicitation

Vandal is the mastermind behind the Council's robots. If you can capture him, it'll be a big loss for the Council.

Mission Objective(s)

Filled with grim determination, you begin your assault on Vandal's base.

  • Defeat Vandal and his Minions

You have defeated Vandal!

Debriefing

I cannot thank you enough for your efforts in these past few days. I must admit, I was deeply disturbed by the idea that my own technology was being used to improve the Council's Zenith Mech Men! Now that their creator is behind bars, I can hold my head up high. There is no possible way for me to repay this debt. I am eternally grateful.

Completing Citadel's Children Task Force from Citadel awards the Citadel's Assistant Badge.

File:Badge task force 04.png Citadel's Assistant

Citadel has awarded you this medal for helping him rid the world of the evil robots based on his programming.

NPC Environmental Comment

The Council is no match for Task Force Name.

Souvenir

Souvenirs are no longer awards for Trials and Task Forces, but this is the text from the souvenir for this task force that was previously awarded.

Computer chip

You recovered this computer chip from a defeated Council Mekman. It's a reminder of the time you had to go toe to toe with:

Citadel's Children

It started so simply. Citadel sent you to seek information on the Council's activities in Independence Port. Some of the agents you fought were carrying blueprints outlining a new facility.

You traveled to this facility and battled an agent called Reinhard. He boasted that the Council's new Mekmen were more powerful than you could dream. You journeyed to another Council base, where you recovered physical evidence of these new Mekmen for Citadel to analyze.

When the technology foiled Citadel's scans, he sent you to Fareed Abdullah for an expert opinion. The Council and Fareed revealed the terrible truth at virtually the same time. The Mekmen were being created from the same technology that built Citadel!

After consulting with Manticore, Citadel sent you to a mekman manufacturing facility, which you shut down.

Showing as much emotion as anyone has ever seen from him, Citadel sent you to interrogate the Council soldiers in Independence Port. You took to the streets, and returned with a data disc bearing the locations of three Mekman production plants.

You shut them down one by one. At the last facility, you discovered the identity of the mastermind behind these advanced Mekmen. It was none other than Vandal, the Council's own twisted genius.

You traveled to Vandal's lair and defeated him, likely freeing Citadel from a terrible legacy.
