City Hall, located in Atlas Park, is one of the two locations heroes first leaving the game's tutorial, Outbreak, may go to meet their first contact in the game.

Main Lobby

Upon entering City Hall, the first person you will see is the City Representative. She gives out the level 20 mission to earn the right to wear a cape and the level 30 mission that unlocks auras.

Behind the City Representative is the Super Group Registration desk with the Super Group Registrar. Once a player has reached level 10 they may form a Super Group by speaking with this contact.

To the left of the Super Group Registration desk you can find the Patriot Badge.

New Hero Assignments

Following the hallway on the right with the sign New Hero Assignments, you will find an office for each of the game's standard origins, and inside is that origin's first contact.

Clockwise, from the left, they are:

E.L.I.T.E.

E.L.I.T.E. - Enhanced Logistics for Insight and Tactical Excellence, which supports Natural origin heroes. Their contact is Susan Davies.

S.E.R.A.P.H.

S.E.R.A.P.H. - Scientific Experimentation Research and Application to Paranormal Humans, which supports Science origin heroes. Their contact is Jonathan St. John Smythe.

G.I.F.T.

G.I.F.T. - Genetic Investigation and Facilitation Team, which supports Mutation origin heroes. Their contact is Antonio Nash.

D.A.T.A.

D.A.T.A. - Department of Advanced Technology Application, which supports Technology origin heroes. Their contact is Rick Davies.

Inside you can find two plaques that give a little more information regarding the game's universe. With the release of Issue 8, the D.A.T.A. office was also redesigned to include the Hero side entrance into Recluse's Victory, the level 40-50 PvP Zone.

M.A.G.I.

M.A.G.I. - Modern Arcane Guild of Investigation, which supports Magic origin heroes. Their contact is Azuria.

Inside you can also find several plaques that describe the items on display, and possibly the least secure artifact vault in the world.

The Roof

Atop City Hall, you will find the Freedom Badge, which informs you that the American flag flying on top of City Hall was crafted from Statesman's cape.
