The Winter Horde are an enemy group in City of Heroes and City of Villains.

Frostling
This small creature is made up of snow and malice. Frostlings are the weakest servants of the Winter Lord.
Powers
Frost DoT (Cold), -Recharge, -Speed
The Frostling has slowed your attack and movement speed as you take some cold damage over time.
Ice Bolt -Recharge, -Speed
The Frostling has slowed your attack and movement speed.
Lieutenants
Blight
A Blight is a Frostling that has served the Winter Lord long and successfully enough to be granted additional power.
Chilblain Immobilize, -Recharge, -Speed, -Fly
You are immobilized, your attack and movement speed has been slowed, and you cannot fly.
Frost Breath DoT (Cold), -Recharge, -Speed
The Snowbeast has slowed your attack and movement speed as you take some cold damage over time.
Frozen Fists -Recharge, -Speed
The Snowbeast has slowed your attack and movement speed.
Ice Blast -Recharge, -Speed
The Blight has slowed your attack and movement speed.
