Unfortunately, that icon is used to indicate actual mission clues and unknown salvage requirements. I suggest that anywhere the icon clue is used to indicate a missing image, it be converted to the MIA template or this badge question picture, so that we don't have to go through the icon's list of linked pages for missing images, which will be full of legit articles.
