PPD Awakened can be found as allies on the prevent breakout side missions in Safeguard missions on Peregrine Island.
Information
Though the PPD has vowed to protect the city without seeking alliances or help from the numerous hero organizations, they have created an elite and controversial unit out of desperation in order to handle the most powerful enemies. Carefully tested and screened officers have volunteered to merge with like minded Kheldians in order to augment their powers. Their effectiveness on the field is unparalleled. Few enemies can stand up to the might of even the lesser merged, let alone a full transcended Quantum.
