I bumped into the hero on the left while leaving Outbreak in Paragon City. I looked her up at the time and did not find her on the site, so I figured I would add the info later. - This is incorrect. Seer Marino will introduce The Radio as a contact. I got the introduction from her (on 9/11/2011) on a Level 15 villain. It appears that most of the radio's missions go to level 15 (max) and not level 14. I was offered all but "The Hit List" as a L15 villain. -- LC
