The Phantom is a special enemy concept which never developed fully. This enemy type has found its way into the game occasionally as a bug showing up in Newspaper missions. They use Sonic Attack powers and can drop magic salvage.
According to Dr. Aeon, the Siren's Call Phantoms are citizens who were killed during the destruction of Siren's Call.
Description
