Detective
While every cop faces extraordinary challenges in a place like Paragon City, Detective Rondel Jackson has an especially dangerous job. He's part of the Organized Crimes Task Force, a group of police dedicated to stopping crimes committed by highly-organized groups with military roots, like the Sky Raiders and the Council. Unlike many members of the unit, Rondel has no formal training in Military practices or theories. He's just a cop, doing what he does best: enforcing the law. To get the job done, he's learned to rely on a number of helpful heroes.

The Council has been getting a lot of recruits from Independence Port recently. It seems their devious power grabs really appeal to some of today's youths. I need a hero who can get to Independence Port and stop the Council recruiting. We can't let the Council get any larger than they are!
