These masked thugs seem to be wielding weaponry similar to the Paragon Police Department. They also appear to be well-trained. It's not too hard to figure out these must be members of the PPD, though what exactly they're up to is anyone's guess.
Powers
Assault Rifle Ranged, Lethal, Foe -Defense
Quickly fires a burst of rounds at a single target at very long distance. Damage is moderate, but the fire rate is fast. Can also reduce target's defense.
Rifle Butt Melee, Smash, Foe Disorient
A smash with the butt of the rifle has left you Disoriented.
Resistance Res( S20 L20 )
SWAT Teams are equiped with bulletproof jackets.
