HarshLanguage was kind enough to explain to me how IO procs work with pets.

Fire Imps, Jack Frost, and PA can only take the Pet Damage sets, and sadly those don't have any damage or other special procs, other than a purple chance for BU. However, there are those defense/resistance special IOs that you can use, which Imps could benefit from.
Some pets can take Knockback sets as well as Pet Damage. There's a damage proc and a +recharge proc. This is for Phantasm, Animate Stone, and Singularity.
Fly Trap can take Pet Damage and Defense Debuff, which can give it a resistance debuff and a chance for damage. But I'm not how many of Fly Trap's powers it applies to (the toxic thorn attacks, but I don't know which it has). Not sure why this pet doesn't get Immob sets.
Then there's Dark Servant, which cannot take Pet Damage, but can take Heal, Hold, Immob, and ToHit Debuff. There's three different hold damage procs; a damage, hold, and terrible 2% stun procs for immobilize; and the aforementioned -recharge and -recovery to hit debuff procs. Oh, and technically Fluffy can take the Regen/Miracle/Numina regen/recovery special IOs... but I think they'd just buff Fluffy when he healed, unless I am mistaken and those specials are weird.
And that's for Controller/Dom/Defender pets. MMs are Pet Damage and a mix of KB, to-hit and defense debuffs, and Bruisers can use to-hit buff sets.
And that is what I learned in school today, Daddy!

Good job, Harsh. You can run outside and play with your friends now. Just be back in time for dinner. <3 Acc
