My contacts have been telling me that the Council just brought in a new batch of recruits from training camps down in South America. From what I'm hearing this new batch is all ready to tear into the city. I'd like them to learn that the city can protect itself. I'd like you to hit the Council, and hit'em hard. Teach this new batch just what they're going to be up against.
Mission Acceptance
It doesn't matter where you fight them as long as you beat them. If you're looking for Council operations, though, I'd recomend Brickstown and Founders' Falls.
