You should speak to one of these contacts, Character.
Single contact option
I think you ought to meet a friend of mine, Character.

Level 25-29

Have you ever worked with Miriam Bloechl, the psychic? She's quite talented and enjoys helping heroes with the Banished Pantheon and the Circle of Thorns. She has Training Enhancements.

Miriam's talent is very impressive; you will learn much from her.

Laura Brunetti could be a useful contact to you, Character. Her supernatural library is unmached, and she is an expert on the Banished Pantheon and the Circle of Thorns. She has Training Enhancements.

Laura has a keen mind and loves to get to the bottom of things. I'm certain you will find work with her enlightening.

My friend Christine Lansdale is a military consultant who often helps heroes like you deal with the Sky Raiders and the Family. Through her military contacts, she has access to training enhancements.

Christine is efficient and easy to work with. I am sure you will find her a useful contact.

You should go see Collin Larson. He's a cybernetics expert and a real friend to heroes everywhere. He knows a great deal about the Freakshow and the Family. He also has Training Enhancements.

Collin is well suited to work with a hero like you, Character.

Have you ever bought anything from Lorenzo Tate, the arms dealer? He can help you against the Devouring Earth and the Rikti. He has Training Enhancements.

Lorenzo is a character, but he gets the job done.

Eliza Thorpe from the Missing Persons Bureau has asked to see you. She could really use your help with the Devouring Earth and the Rikti. She needs to know what part they may be playing in the disappearance of Paragon City citizens. She has access to Training Enhancements.

Eliza will work very hard to help you. She is extremely dedicated to returning Paragon City to the hands of the people who live here.

There's a scientist named Marvin Weintraub who's quite the expert on advanced technologies, the Freakshow, and the Family. He also has training enhancements.

Marvin has done as much to help the heroes of Paragon City as anyone in the world.

Level 30-34

You should introduce yourself to Jose Escalante, an important business man who helps heroes fight criminals who impact business and commerce, such as the Council and the Devouring Earth. He works mostly with mutants and has access to Focus and Genetic Alteration Enhancements.

Jose is the kind of person that has kept Paragon City running, despite all the disasters we've faced. We can all learn a lot from him.

Merisel Valenzuela is dedicated to freedom, especial freedom of information. She has many details on the Devouring Earth and the Council. She's very dedicated to her work with mutants and has access to Focus and Genetic Alteration enhancements.

Good luck with Merisel, I think you will find her point of view refreshing.

Go talk with Alexander, and do whatever you can to bring him into protective custody

Briefing

One of the Warriors' highest War Chiefs, a man called Alexander 'the Great' Pavlidis, has contacted me about leaving the Warrior's ranks. But he won't do it without speaking to you, and only you. Go talk with Alexander, and do whatever you can to bring him into protective custody.

Alexander is a Warrior, but all my intelligence indicates that he is a man of honor. He told me that he would test you somehow, so be prepared.

Speak to Alexander

Unnecessary Solicitation

We really need Alexander's help, Character. Do what you can to gain his trust.

Mission Objective(s)

  • Speak to Alexander

Briefing

Greetings. I have heard a great deal about you. Lately, our leader, Odysseus, wavers from the path of honor. I have been asked to do things I do not agree with, and Odysseus's latest... Deals... trouble me. I wish to depart, but I must feel that I am working with a more honorable group. If you are willing to work with me, I will surrender to you, and freely give all the information I have. If, that is, you can prove your strength to me. First, patrol Independence Port. Easy enough, but I should warn you that the Freakshow will be hunting for you.

Patrol Independence Port

Unnecessary Solicitation

Do what Alexander has asked of you. This is very sensitive work.

Mission Objective(s)

  • Patrol Independence Port
    • Visit 5 locations

You have completed the first of Alexander's trials.

Return to Alexander

Unnecessary Solicitation

I've heard that you're gaining Alexander's trust. Keep it up.

Mission Objective(s)

  • Return to Alexander

Briefing

Well done, you are as good as your reputation. You have dealt with the Freakshow, besting their brute force and aggression. Now I want to see how you fare against one of my greatest foes, the backstabbing scum who call themselves the Family. You can find the lot of them in Independence Port.

Combat the Family

Unnecessary Solicitation

The Warriors and the Family have been enemies for some time. Alexander no doubt wants to see how well you fare against them.

Mission Objective(s)

  • Combat the Family
    • Defeat 35 Family

You have completed Alexander's second trial.

Return to Alexander

Unnecessary Solicitation

Good job against the Family. Hopefully that will be enough to show Alexander that you're serious about helping him.

Mission Objective(s)

  • Return to Alexander

Briefing

Skilled and efficient, as I had heard. There is one last test for you before we are done. I am giving you a key that will gain you access to a warehouse run by Lukas Morakis. He is one of those encouraging Odysseus' darker tendencies. Defeat him, and you will accomplish a great victory.

Beat all Warriors in warehouse

Unnecessary Solicitation

This is a big break. Morakis is a wanted man who's very good at staying hidden. This could be just a sample of the things he knows about.

Ubelmann the Unknown

Souvenir

Letter from Requiem

To the one this world calls 'hero' :

It was fortune alone that began this, a twist of fate that allowed you to be the one to intervene. But that is the nature of fortune, to test those who would be greater than those around them. When you disrupted the strike against the document warehouse, I thought perhaps that fortune was coming into alignment. I did not yet take steps to force fortune's hand, however.

Your further tenacity was overwhelming to me, as you rescued all of the kidnapped historians. It is also, I would guess, at this point that you first heard the name of Wolfgang Ubelmann from the men you rescued.

Now having seen a measure of your quality I decided it would be time to employ your ability. A tip was sent to you anonymously on my order, and enabled you to prevent the theft of more documents to be used in Ubelmann's plans.

You needed no help from me to learn of the kidnap of James Bartlett, known to you no doubt by the more colorful name 'Thunderhead.' However, I sent aid to you in the form of his location. From him too, you no doubt heard the name Wolfgang Ubelmann.

Once again, I gave you aid to stop Ubelmann from securing the devices and data he sought. You performed admirably, a true credit to your kind.

Time was growing short, and fortune turned against both of us in ways you did not know. It was a sacrifice, but I revealed Ubelmann's location to you at great cost. Fate is often cruel, however, and Ubelmann escaped. But the clues I left for you were enough to reveal his true nature.

Now that you understood Ubelmann's true point of origin, I am sure his motives were clear to you. A time traveler, he sought to glean knowledge and technology from our present to return to the past and change his future. Using my information, you were able to disrupt his plans by capturing the equipment he depended on.

And so the final stage was set. Upon it you played your part, capturing Ubelmann and ending his threat.

But you may wonder what were my reasons for betraying a man I knew so long ago, for helping you to stop a victory by the powers whom I once served. It is no great surprise. Take but a moment and consider the course of history from my point of view. If the powers I served had won, if their rule had extended across the Earth, then consider what place I would have held within it. Perhaps a mere princeling of some minor state, perhaps forced to the periphery by those with more voice in the halls of influence. Perhaps dead before my time, for the Center had great plans for the new world order, and I suppose they did not include a rival such as myself.

I could not act against Ubelmann directly; to do so would be to reveal myself to the Center. And so, like so many others, I turned to you for my salvation.

For I do not intend to toil beneath another forever. The seeds of my victory have been carefully sowed, and will one day bear a full harvest.

I cannot say that you will have gained my respect, but I will acknowledge that you fought well. Drink deeply of your success. Bask in the adulation of your peers. Savor this victory. Know that you have saved your world and this moment from the shadow of history. But you have only saved it for now. Do not think that you have saved the world for your future. Know that you have saved this world for my coming Dominion.

- Requiem

Stop the Council raid

Briefing

I got a tip this morning about a Council raid on a government office. I haven't been able to find out any details, even the function of this particular office. I have the feeling something big is going down. I need you to stop that Council raid.

Mission Acceptance

Try to find out what the Council's after, won't you?

Unnecessary Solicitation

I want to know what's behind that Council raid, Character.

Mission Objective(s)

There is no directory in this lobby, no license, no photographs. No detail reveals anything about the business done here.

  • Defeat all soldiers in office
    • 4 archivists to save, Investigate raid

You have defeated the Council.

Enemies

Badge villain council.png Council

Notable NPCs

  • 4 Archivists (Non-Escort Hostages)

Notes

  • The archivists in this mission can appear as 5th Column Mekmen. (needs confirmation)
Icon clue generic.png
Old documents
The Council agents were examining these files when you interrupted their raid. The yellowed pages appear to describe an alternate plan for the invasion of Europe during World War II.
Icon clue generic.png
The archivist's story
One of the archivists you rescued told you:

'I have no idea why the Council would have attacked us. All we do is store old secret documents! Mostly we just sit on piles of moldering paper and occasionally send a document to someone on a Freedom of Information request. Most of the files we have here date back to World War II. What would anyone want with that old stuff?'

Debriefing

That's odd. I know the Council's roots date back to Mussolini's government, but what possible use could World War II documents be to them today?

Rescue the historians from the Council

Briefing

Apparently the Council isn't satisfied with stealing World War II documents. Now they're actually stealing World War II historians! Several experts in the era have been reported missing. I need you to rescue those historians from the Council!

Mission Acceptance

Something tells me the Council's interest is more than academic.

Unnecessary Solicitation

You've got to get those historians to safety.

Mission Objective(s)

The Council isn't looking into the past out of simple curiosity. There must be something they hope to gain.

  • Save kidnapped WWII historians
    • 5 historians to rescue

You rescued the historians from the Council.

Icon clue generic.png
The historian's story
One of the historians you rescued told you:

'After they kidnapped us, a peculiar man arrived to interrogate us. The rest of them all acted like he was in charge. His name was Ubelmann, and he wanted to know everything I knew about the history of the Second World War. He knew a lot, but he had the oddest gaps in his knowledge. For example, when we started talking about the North Africa campaign, he knew who Rommel was, but he didn't know how he died. As I said, very strange.'

Enemies

Badge villain council.png Council

Notable NPCs

  • 5 Historians (Hostages)

Debriefing

It looks like that last mission gave us more questions that answers. Who is this Ubelmann, anyway? And what does he have to do with the Council's interest in World War II?

Stop the Council from getting the files

Briefing

I just received an anonymous tip that the Council is still investigating World War II history. Seems there's a warehouse in this city that has a bunch of old FBI files on civil and military leaders and heroes from the 1940's. The government hasn't touched the place in decades, but it sounds like the Council is eager to rummage through it now. Can you stop the Council from getting those files?

Mission Acceptance

The Council has been really focused on the past recently, and we still don't have a clue why.

Unnecessary Solicitation

Whatever the Council wants with those records, it can't be good. Stop them.

Mission Objective(s)

Dusty file cabinets stand against the wall, their contents ripped out and scattered on the floor.

  • Defeat all Council agents
    • Find clue to Council's plan

You stopped the Council raid and found a possible clue to their next target.

Icon clue generic.png
Hero files
This box is filled with old files on American heroes from World War II. Most of the extensive files are intact, but one is missing. A quick search reveals that they took the file on Thunderhead, a hero who fought in Europe and North Africa.

Enemies

Badge villain council.png Council

Debriefing

So the FBI had full files on all the heroes from the war years? That's not too surprising, really. But why would the Council take the file on Thunderhead? From what I understand, Thunderhead's days as a hero are ancient history. Still, I better check on him. Last I recall he was still alive.

Rescue Jim 'Thunderhead' Bartlett from the Council

Jim 'Thunderhead' Bartlett

Briefing

After that Council raid on the old FBI files I did some checking. Turns out that the World War II era hero Thunderhead is still alive in retirement. Jim 'Thunderhead' Bartlett goes by his civilian name these days, it looks like someone's out to upset his retirement. His granddaughter just reported that he's been kidnapped by the Council! Fortunately, my anonymous tipster is still on the ball. I have a good lead on where we can find Thunderhead.

As far as I'm concerned, Thunderhead's still a valuable resource to this community. If anything happens, we may have to consider this one a failure.

Mission Acceptance

I wonder if this was all about Thunderhead? But that doesn't make any sense. Why would the Council care about what he did back in the war? Or maybe there's something here that we're just not seeing yet.

Unnecessary Solicitation

'Thunderhead' Bartlett saved a lot of lives back in the war. Let's not let him down.

Mission Objective(s)

You've heard stories of Thunderhead's exploits during the war. Who hasn't? You hope you're in time to save him.

  • Rescue Jim 'Thunderhead' Bartlett
    • Take Thunderhead to door

You have rescued Jim 'Thunderhead' Bartlett from the grasp of the Council

Icon clue generic.png
Thunderhead's story
When you rescued Jim 'Thunderhead' Bartlett, he told you:

'Good to see you, kid. I thought I was done for. The ol' lightning ain't what it used to be, I guess. Those Council goons brought in a fellow to interrogate me. When I saw him, my jaw nearly hit the floor. He was the spitting image of Wolfgang Ubelmann, a German intelligence officer I crossed paths with back in the war. He introduced himself as Ubelmann, and acted like he knew me. Heck, he even remembered stuff only Ubelmann should have known. But he hadn't aged a day. He took off as soon as he heard you were coming.'

Enemies

Badge villain council.png Council

Notable NPCs

V archetypeicon stalker.png Ambush! We're under attack!

After freeing Thunderhead you will be attacked by four waves of Council Soldiers!

Debriefing (mission successful)

The Bartlett family wanted to extend their thanks to you for rescuing Jim, who's doing fine by the way. From what he told you I'm starting to think this 'Wolfgang Ubelmann' character may be the key to all of this. But it doesn't seem like we have all the pieces together yet.

Debriefing (mission failed)

Well, Thunderhead had to make an unscheduled stop over at the hospital, but the important thing is, he's home. He had some interesting things to say. Apparently, he was interrogated by a man named Ubelmann, a man he claimed he had known over sixty years ago. The weird thing is, the man hadn't aged a day! I'm starting to think that this 'Wolfgang Ubelmann' character may be the key to all of this. But it doesn't seem like we have all the pieces together yet.

Stop the Council Raid

Briefing

I got another anonymous tip about the Council. This time it seems like a normal Council operation. No browsing document archives or kidnapping historians and old heroes; this time they're raiding a Lockhart Aerotech lab working on prototype defense systems. Are you ready to stop that Council raid?

Mission Acceptance

This anonymous tipster sure seems to know a lot about the Council's recent forays into history, as well as this mysterious Ubelmann character.

Unnecessary Solicitation

I think the Council's been gearing up for something big. This raid could have some connection to the mysterious Ubelmann.

Mission Objective(s)

Lockhart's security system was no match for the Council's cunning infiltrators. It's up to you to protect the company's inventions.

  • Defeat all Council in lab

You stopped the Council raid and found a note on one of the defeated soldiers.

Icon clue generic.png
Signed orders
You found these orders on one of the Council soldiers you defeated at the Lockhart Aerotech lab. The orders list several items to steal, including some high tech equipment that was produced for Portal Corporation. They also give the location of the Council base these stolen items are to be delivered to. The papers are signed by one Lt. Wolfgang Ubelmann.

So, the anonymous tipster is still trying to help us find Ubelmann, or stop him at least. But something doesn't add up. How does this informant know so much about the Council? Why weren't those orders you found encoded? And who is Wolfgang Ubelmann?

Investigate the base

Briefing

Those signed orders you found on the Council place this Lt. Ubelmann at one of their underground bases. The place will be well defended, but you may be able to find some answers there, if you can fight your way through to them. Will you investigate the base?

Mission Acceptance

Make no mistake, this is going to be dangerous.

Unnecessary Solicitation

I have the feeling we're close. We just need to know more about this Ubelmann!

Mission Objective(s)

You're a lot more interested in Ubelmann than his underlings, but you know you'll have to fight through them to get to him.

  • Investigate Council base
    • Locate Ubelmann, Learn about Ubelmann

You discovered Ubelmann's location and found a clue to his real origins.

Zeitspielraumexperimente
This book, written in German in the last days of World War II, appears to be about early time travel experiments. One section has been highlighted heavily, and notes are scribbled along the margin in English. The notes are about the abysmal failure rates of the program, and about the test subjects used in the experiments. The identity of the last test subject jumps off the page at you: an intelligence officer named Wolfgang Ubelmann.

You found the following message on a computer in a Council base:

Character:
It is good that you found the orders I had planted. I have been pleased with your ability to follow the anonymous tips I've left for you so far. Unfortunately, Lt. Wolfgang Ubelmann left this base shortly before you arrived. While I am sorry to see so many of my comrades captured, it was a risk worth taking.
Lt. Wolfgang Ubelmann must be stopped. Now that he has gathered much of the information he sought, he will soon attempt to complete the purpose he was sent here for. Even now his is likely attempting to jury rig a device to return him to his original point of origin. This cannot be allowed.
I have provided you with coordinates for your next target. Stop Ubelmann.

Debriefing

All the interest in the Second World War, the way he acted like he knew 'Thunderhead' Bartlett, the tech thefts, and the mention of his name in that book. I hate to think it, I hate to say it, but it would explain so much. Wolfgang Ubelmann may be a time traveler from the 1940's. A man from the past sent to observe the future. With the information he now has, he could change the future, our present. I'm sure you know that the Council's roots lie with Mussolini's government. If the war had turned out differently, who knows how much power they could wield today?

It explains everything. Everything, that is, except why that Council informant is trying to help us stop him.

Stop the construction of the device

Briefing

Whoever Ubelmann is or whenever he's from, our inside informant has given us a good shot at catching him. Apparently the Council has been stockpiling parts for a time machine to send Ubelmann back to the past. I still don't know if I believe that Wolfgang Ubelmann is a time traveler from the Second World War, but we should stop the construction of that device. We can't take the chance that it might work.

Mission Acceptance

As far as I know, Paolo Tirelli formed the Council during the final days of World War II, when Mussolini's government was crumbling around him. If he was truly involved in Ubelmann's journey to our time, however, he had a lot of power even before he made himself known as the Center. And this plot of his has been generations in the making!

Unnecessary Solicitation

If you can get your hands on those parts, the Council won't be able to complete their time machine.

Mission Objective(s)

The idea of changing the past is one that has long tempted the world's greatest temporal physicists. Most of the sane ones have learned to let it go.

  • Stop building of time machine
    • 5 parts to secure

You prevented the Council from building a time machine and found a clue to Ubelmann's location.

Icon clue generic.png
Council orders
These orders direct the Council soldiers to take the parts they've collected to a Portal Corporation lab. From the looks of things, Ubelmann is almost ready to attempt his trip back in time.

Enemies

Badge villain council.png Council

Debriefing

You prevented the Council from constructing that crazy time machine, but there's one last thing to do. You've got to capture Ubelmann and put an end to this. If he does have a way back to the 1940s with enough information to change history, then he has to be stopped. The Center has had more than half a century to plot out exactly how his younger self can wrest control of the world from his masters. I don't even want to think about what will happen if Ubelmann succeeds.

Stop Wolfgang Ubelmann

Briefing

The orders you found in that Council base told us exactly where to find Wolfgang Ubelmann. Now you just have to catch him. According to those orders, the Council plans to modify the machinery in a Portal Corporation lab to make a one-way time gate and return Ubelmann to the past. We can't let that happen. This is the last chance we have to end this. If you can stop Wolfgang Ubelmann, then this is over.

Mission Acceptance

Take out Ubelmann, and we're home free.

Unnecessary Salutation

You've got to stop Wolfgang Ubelmann before he can escape back to wherever or whenever he came from.

Mission Objective(s)

As far as you're concerned, neither past nor present is safe as long as Ubelmann remains free.

  • Defeat Ubelmann and his guards

You have defeated Wolfgang Ubelmann, the man from the past.

Debriefing

Ubelmann is recuperating from the battle, but the prison doctors say his recovery will be short lived at best. It seems that he'd already suffered a massive radiation overdose during his trip through time. The doctors give him a year at the outside.

It's ironic. Even if Ubelmann had made it back to the past, he never would have lived to see the future.

This letter came. I haven't opened it, but it's addressed to you from Requiem. The Requiem. The villain from the 40's, the one who led the original regime that was subsumed by the Council. I don't know if it's real. I really hope that it's not. But old evils like him seldom just disappear.

You did well, Character. Generations yet to come owe you their thanks.

Capture Dr. Ricci

Briefing

The Council has been hard at work developing new and improved super-soldiers as part of their Cor Leonis project. I've had some contacts of mine keeping an eye on their project, and I have a breakthrough that needs investigating. I've gotten word that a Dr. Ricci, the Archon of a Council Base, has pioneered a new Cor Leonis project. Capture Dr. Ricci and I'm sure he can lead us to the main lab.

Dr. Ricci is your main objective. He's a base commander, so he's sure to be well protected and isn't likely to go down without a fight. Once you have him, he should be able to tell you what you need to know to find the main research facility.

Mission Objective(s)

The Council maintains several bases beneath Paragon City. It's only through the constant vigilance of the city's heroes that they haven't expanded further.

  • Capture Dr. Ricci & his guards

You have captured Dr. Ricci. Upon interrogating him, you learn about a placed called Hercules Bioengineering in Boomtown.

Icon clue generic.png
Project Hercules
After his defeat, Dr. Ricci told you: 'I am a man of science; these sorts of confrontations don't sue me. I'll tell you what you want. There is a facility code-named 'Hercules' where most of the work is being done. It is located beneath the Boomtown zone, through a secret entrance. I can tell you this in safety, because I am certain you will never be able to take it. Professor Romano will defend his project with everything in his power.

Debriefing

Great job shutting down project Hercules. I've been worried about the Council's advances in Cor Leonis research, but you've headed their research off for a while. Maybe Dr. Ricci and Professor Romano end up sharing a cell, they'll have something to talk about.

Actually, I think I'm going to call a friend at the Brick House to make sure those two are in separate cell blocks. Just in case.

Defeat Council in Independence Port

Briefing

The Council presence in Independence Port is becoming great enough to destabilize the whole area. If something isn't done soon, it could precipite a gang war. The best way to relieve the situation is for the city's heroes to crack down on the Council in Independence Port. They need a taste of what a war on the streets would be like.

A number of Council troops have been seen in Patriot Wharf area and around Justice Quay, so you might want to start your search there. You don't have to limit yourself to just those areas, though.

Mission Objective(s)

  • Keep peace in Independence Port
    • Defeat 30 Council

You have defeated enough Council troops to ease tensions in Independence Port

Defeat Council in Independence Port (II)

Briefing

Dock masters in Independence Port have reported seeing Council soldiers fighting with the crime syndicates in the area. If the Council could take control of Independence Port, they might get a dangerous strategic advantage in their operations through the city. The Council needs to be taught that they'll never control Independence Port. You'll need to hit the streets to teach them the only way they'll learn.

Mission Acceptance

Mission Objective(s)

  • Assist the Security Chief

Briefing

The Sky Raiders are very active, especially over at Challenger Tech and Carter Engineering. See if you can do something about that. Here's some info on the area.

Icon clue generic.png
Terra Volta briefing
When Oswald Price built the first electrical power plant in Paragon City, he placed it on a verdant, underdeveloped island in the middle of the city's port. Drawing on his classical education, he named the island 'Terra Volta'. Oswald's island soon blossomed with industry, as manufacturing companies sought the proximity of the port and power plant. The plant eventually gave way to a modern nuclear facility, but Terra Volta remains the city's primary power source. Unfortunately, it has not remained industrious. Many companies abandoned their factories during the Rikti War, fearing an attack on the plant. As a result, several villain groups now make their home on the island. The nuclear power plant remains under the city's control, but no one knows how long it will stay that way.

Mission Objective(s)

  • Keep the peace in Terra Volta

Defeat Warriors in Talos Island

Briefing

The Warriors have taken notice of you, Hero. It seems that the're offering promotions to any Warrior soldier who can defeat you.I think you might want to hit the streets of Talos Island and show them that it's a bad idea to use you as an initiation trail.

A number of ambitious Warriors have been making noise in the New Troy area, but you don't have to limit your efforts to that part of Talos Island. As long as you defeat them around the zone, the word should get out.

Go see Gordon Bower

Briefing

I'd like you to make a little trip up north. There's a friend of mine named Gordon Bower who could really use your help. Gordon's the Mayor of a little resort village named Salamanca. Lately the atmosphere up there has been... well, weird. Disturbing. Deadly, even. There's far too much for me to explain, and you might not believe me if I did. You'll just have to see it for yourself.

Mission Acceptance

The village's name is Salamanca, but people have been calling the area Croatoa lately. You'll see why once you get there.

Unnecessary Solicitation

I told Gordon to expect you.

Mission Objective(s)

  • Go see Gordon Bower

Debriefing

Thank you for coming. As you can see, this Salamanca isn't a nice place to live. Not anymore. We've got a few amateur mystics trying to keep our town safe, but we need more than their spells, Character. We need you.

I know Salamanca's problems aren't the only ones you face. Come at any time, and I will be grateful for your help.

Go to the warehouse, defeat Agamon, the Champ, and anyone with them

Briefing

The Warriors are flexing their muscles again. This time one of their leaders, Agamon, has set up a contest in an old warehouse against one of the Freakshow, called the Champ, to prove who is superior. Bad guys beating on each other isn't that big a worry, but whichever side loses will probably take out their frustration on any innocent person who happens to be in the way. Go to the warehouse, defeat Agamon, the Champ, and anyone with them. We need to stop their games.

There are certain to be enemies from both groups all over the location, but you don't have to defeat all of them to bring an end to this. If you can defeat Actaeon and the champ and all of their hangers-on, that should be enough.

Mission Objective(s)

Something in the air indicates that a conflict is inevitable.

  • Bust gang leaders, their crews

You have defeated Actaeon, the Champ, and their minions.

Enemies

That should let everyone know who the real champion is, Character.

Hit the streets and defeat a few Warriors (II)

Hit the streets to defeat Council soldiers

Briefing

The Council has been stepping up activity recently. They've been recruiting, training, and performing terror operations all over the city. These Council operations need to be stopped wherever they occur, and their soldiers defeated at every turn.

Council agents have been seen in Independence Port recently, making deals or muscling in on the gangs in the area. I'm sure your efforts there would be worth it. However, many zones of the city have seen an increase of Council activity, and I'm sure your efforts would be appreciated anywhere.

Mission Objective(s)

Protect Congressman Mills from Council agents

Briefing

I hope you already had your good day, Character 'cause I am about to make it a lot worse. I was told to get word to you that the Council is planning to kidnap Congressman Mills and his entire staff. Mills is giving a speech in Jannissey Heights today, and I'll bet good money the Council plans to strike there. You need to get to Jannissey Heights right away to save Congressman Mills. You'll only have 90 mintues to save those people.

Mission Acceptance

The clock is ticking on this one, so listen carefully. The Council will be after not just Congressman Mills, but all of this staff. You'll have to rescue every last volunteer. Saving them isn't the end of it though; you'll also need to defeat Archon Chaney, the operative in charge of the assassination. Otherwise, those people will never be safe.

Unnecessary Solicitation

You must protect Congressman Mills from the Council.

Mission Objective(s)

Two dead security guards are a sure sign that the Council is already in the area.

  • The name of the Archon varies. Possibilities include Archon Chaney and Archon Rossi (Council)

Debriefing

Congressman Mills wanted to thank you for rescuing him, but the Secret Service wouldn't let him come in person. I can understand their caution. The Council has been known to brainwash politicians, then sit back like a bunch of sick puppet masters pulling their strings. It's a good thing you stopped them today, Character.

Stop the Council from stealing Rikti Technology

Briefing

Exarch Labs just reported a break-in by Council agents. Their vaults contain several Rikti weapons and other pieces of alien technology left over from the Rikti War, none of which can be allowed to fall into enemy hands. It gets even better, though, because the Sky Raiders know about the theft, and might make a play for the same prize in the confusion. It's going to take heroic action to stop the theft of Rikti technology. Once this is started you'll have to hurry. You only have 90 minutes to stop the break-in.

That Rikti stuff is probably the most dangerous technology on the planet. Hurry!

Mission Objective(s)

A smell of gun powder hangs in the air. You can only hope the Council hasn't hurt anyone.

  • Stop raid leaders & their crews - 1:30
    • 8 people left, 2 devices left, 2 files left

You prevented the Council from stealing the Rikti technology.

Temporary ManifoldResonator.png Manifold Resonator Self Teleport +Special
After Teleporting, you will remain intangible for a while. During this time, you cannot activate any other powers. As you slowly phase into normal space, you will remain partial visible for a brief time. If you attack while partially visible, your accuracy will be reduced, but your defense will be improved.

The Resonance Disrupter is granted upon clicking the Vault glowie.

Temporary ResonanceDisrupter.png Resonance Disrupter Toggle: Self Stealth, +Defense, -Hit Points
The Resonance Disrupter bends light around you to make you completely Invisible. While this power is active, you are all but impossible to detect. If you attack while Invisible, you will be detected, although you will still have a huge bonus to defense. This technology is unstable, and you will take damage over time as long as it is active. Will not work with other self-targeted concealment related powers such as Stealth or Invisibility.

Debriefing

Excellent job. You secured the Resonator and Disruptor and made sure that neither the Council nor the Sky Raiders got their hands on any vital research. The Exarch Security teams will take it from here on the clean-up.

The Sky Raiders have a grudge against the group the Council recently took over; when political zealots clash, things can get pretty ugly. I guess things haven't changed just because that group's under new management.
