Invention Origin Enhancement Proc Damage Scaling

Overview

Base damage from all damage-adding Proc IOs is identical. The base damage amount is affected by one thing: the character's Combat Level. It is not affected by his Archetype or by the level of the IO.

The actual amount of damage delivered also ignores damage buffs/debuffs, but is affected normally by the target's resistances.
