I think you should meet Andrew Fiore. Not only can he sell you quality electronics, but he's got information about lots of less savory business deals. He's helped more than a few heroes, especially with information about the Freakshow and the Family. Andrew has a lot of sources that give him access to Training Enhancements.

Andrew is a businessman first, but it's in his best interest to keep the heroes he works with up to date on information.

There's an amazing guy named Tyler French who runs a youth sports program; it keeps troubled teens off the streets. He hears a lot and likes to help heroes out, especially with the Tsoo and the Warriors. Tyler has access to Training Enhancements.

Tyler is really great for the kids, Character. Help him out however you can.

I think you should talk to Vic Garland. He's a civil rights activist who's doing some important work against the Freakshow. He's also more than a little curious about the Family. He could really use your help. Vic has access to Training Enhancements.

There's a noted weapons expert named Jake Kim who's in town trying to stop the spread of illegal weaponry. He is focusing his efforts on the Freakshow and the Family. Jake has access to Training Enhancements.

Police Lieutenant

Lt. Barry Gosford works for the Paragon City Police Department, running a detail that specializes in emerging threats. These are criminal organizations or social trends that the officers feel have the potential to become highly dangerous unless checked at an early stage. Identifying and fighting these groups is a daunting task, but the detail has had one notable success: the total elimination of the Dragon Aces, a super-powered gang that was growing in strength until a year ago, when Lt. Gosford's special unit was first founded. While Gosford and his men do take credit for bringing down the Dragon Aces, they also admit that they had a little help from another rising threat: the Tsoo. These days the Sky Raiders are a major concern for Gosford and his group, although they have recently opened a major investigation into the Council as well.

The Sky Raider Secret

It began with a Sky Raider plot to eliminate three men who were meeting secretly in a Paragon City office. You stopped the assault, but were able to learn very little from the secretive gentlemen you saved. Your contact investigated, and learned that one of the men was General Toliver Jackson, former commander of Vigilance, a team of soldiers trained to fight super-powered threats. You were sent to talk to Andrea Mitchell, a former member of the team. She told you that the other two men you rescued were also involved in Vigilance. They were former Deputy Secretary of Defense Eli Hunt and Wayne Evans, AKA Captain Indomitable.

Your contact then learned that Eli Hunt was making a visit to a nearby lab. Concerned that the Sky Raiders might still be on the hunt, you followed Eli, and arrived in time to save him from the Sky Raiders' attack forces. He told you that Captain Indomitable had gone to check out some shipping irregularities at a nearby warehouse. You followed Captain Indomitable, but you were too late to save him from the Sky Raiders. On his body you found a shipping manifest, which indicated that some supplies intended for Vigilance had been diverted to another group.

You had a dead hero, a lot of questions, and the name of the man who diverted the supplies: Irving Katcher. Desperate for some answers, you showed up at Katcher's office in time to stop a team of Sky Raider assassins. And there you learned the entire, ugly story. Katcher told you that he had been tricked into diverting the supplies by a Colonel Duray. Duray disappeared along with the supplies and his men, and Katcher was left holding the bag. Your contact could only conclude that Duray and his men had become the Sky Raiders.

I've identified one of the men you rescued from the Sky Raiders. He's General Toliver Johnson. He used to be in charge of the Joint Command Special Threat Response Battalion, a special team of soldiers trained to fight super-powered threats. The battalion doesn't exist anymore, but I know a woman who used to be part of it. You should go talk to Andrea Mitchell about the general. While your at it, take her these three photos of the other men.

Debriefing

So you guys are digging around in the history of Vigilance? That's what we used to call the Joint Command Special Threat Response Battalion. Much easier to remember! Most of the unit was killed during the Rikti War; I was wounded shortly thereafter and left, but at least I can ID the guys in those pictures. One is former Deputy Secretary of Defense Eli Hunt; the other is a former hero named Wayne Evans, AKA Captain Indomitable. Indom was our adviser on super-powered threats. Secretary Hunt was the man who got the unit approved in the first place. And you already know who General Johnson is. What they're doing together, I can't say.


Debriefing

So we know that those men you rescued from the Sky Raiders used to be involved with that military unit Vigilance. What we don't know is what they're doing in Paragon City. Now that I've got some names, we can do some more digging.

Protect Eli Hunt from the Sky Raiders

I have a lead on the whereabouts of Eli Hunt, one of the men you rescued from the Sky Raiders. One of my contacts told me Hunt's making a visit to a research lab here in Paragon City. If the Sky Raiders know about it, they might hit him there. I want you to protect Eli Hunt from the Sky Raiders. While you're at it, see if there's any more info you can dig up.

Be ready, though. If Eli knows something, you may not have much time to act on it after you rescue him. Maybe an hour or less, depending on how fast the Sky Raiders move once Hunt is rescued.

That's a real shame about Wayne's death. I really admired him when he was Captain Indomitable. I sure hope this file you recovered was worth his life.

Let's see here. These are shipping records dating back to just after the Rikti War. Apparently the warehouse Wayne was investigating was supposed to send some supplies to the new headquarters of that military unit, Vigilance. But the stuff never showed up.

It says here the shipment was diverted on orders of the Department of Homeland Security. The guy who signed the order, Irving Katcher, is in the private sector now. Maybe he knows what happened to that old shipment.

You see, the unit commander, a guy named Colonel Duray, asked me to change the shipping orders. He had papers from the Pentagon approving the change, but they turned out to be forged. I cut through some red tape for the colonel as a favor, only to find out he was playing me. He, his men, and the equipment just disappeared. No one ever figured out where they went.'

Have you figured it out yet? The disappearing soldiers, the stolen equipment? Col. Duray and his men have become the Sky Raiders! No wonder the army was being so secretive. A rogue military unit? It doesn't get much more embarrassing than that. Maybe someday we'll find some proof for my wild speculations; until then, I'm pretty confident in my conclusions.

During the 1950's, the titanic hero Talos fought to save the city from a horrid beast called the Chimera. Talos wrestled the protean creature into the deepest waters of the bay, and their struggles somehow set off a volcano in the waters. Talos was killed, and the island created by the lava flow was named after him. Recently, a couple of gangs have been squaring off for Talos Island turf: the Warriors and the Tsoo. The Warriors have a fixation with gladiators; they carry swords and are often superb soldiers. The Tsoo seem to be a gang with some magical might behind them.

Discourage the Sky Raiders' attacks

Briefing

The Sky Raiders' mercenary tactics make them one of the most dangerous groups in the city. Because their services are for sale, we can never anticipate their next target. I think it's best if we discourage the Sky Raiders from any more attacks in Paragon City. The best way to do that is to take the fight to the streets.

Remember, all the Sky Raiders have military training. They can be very dangerous men.

The Antigravity Matrix should let you fly for a short time. That way you can keep up with the Sky Raiders.

The maps say 'Astoria', but this place has always been 'Dark Astoria' to the people of Paragon City. The cemetery up there dates back to the prehistoric era, and there's sort of a spooky quality to it. Of course, very few people go in there anymore—not since the dead started crawling out of the ground! We're pretty sure it's the Banished Pantheon behind it all. They've got the magic to do it. You get rid of a few zombies, more come back. Even worse, there's a giant zombie in there. That's why the authorities have abandoned the place. Heroes should go in there only in small teams.

Independence Port briefing
This is where many brave heroes defended the city against an invading space armada back in the 50's. Paragon City renamed the area Independence Port, in honor of the heroes who died in that epic battle. You'll see the big statue of Cassiopeia by the bridge; she was one of the famous heroes who died in that fight. It's a shame that organized crime runs the docks nowadays. The Family pulls all the strings here, despite the best efforts of law enforcement.

My informants have uncovered a series of clues that seem to point to the location of a small Council base. From what we've pieced together, it looks like a lot of important data on troop movements is going through there. The problem is getting into the base and getting out with the data. That's where you could help. Think you can recover that Council data, Character?

Council data
The Council data contains detailed information on the location of training bases in neighboring states, and the numbers of recruits assigned to them. Several of the recruits are marked as candidates for some sort of special enhancement program.

Debriefing

Shutting down some of these training bases should slow their recruiting. Good work, Character. I'll get this info to the proper people and make sure action is taken.

I am a little worried about the special enhancement program mentioned in these files. It seems every time we think we know what the Council is up to, they surprise us with something more.

See Siren's Call Liaison

Briefing

I don't know if you realized this, but as we speak, Paragon City is under assault. Over in Siren's Call, Lord Recluse and his men are making every effort to get themselves a foothold. If we let them manage it, we'll be in serious trouble. I'd appreciate it if you'd go speak with the Longbow Warzone Liaison over in Steel Canyon. She could use the help of heroes like you.

If you're ready to take on a real challenge, you can be a big help to Longbow here in Siren's Call. We have to push Arachnos out. If you're willling, you can talk to Agent Brinson. He's got a number of missions that will swing the battle in Longbow's favor. Or you can talk to the Security Chief at the Longbow Base; he can tell you all about bounties.

The Sky Raiders' raids on Terra Volta have all of the city on edge. They've been taking and holding territory all over the zone. In fact, they're using Terra Volta as the staging area for all of their attacks throughout the city. I'd like to see a hero show them Terra Volta isn't their personal property.

The Sky Raiders have been setting up staging areas near Coroman Manufacturing and Challenger Technology.

Briefing

We have a serious problem this time, Character. The Council broke into a government facility and kidnapped several of the world's leading chemists, along with a new explosive compound they've been working on. According to my sources, they're planning to blow up the old Walldorf factory. If that happens, lots of jobs, and lives, may be lost. Will you stop the Council bombing? You only have 75 minutes to deal with the situation.

The man who organized the Council strike is Archon Powell. I want him in custody before the day is out.

I cannot emphasize the urgency of this mission strongly enough, Character. Find that explosive, rescue those chemists, and defeat Powell!

Debriefing

Character, you just saved the Walldorf Factory from total destruction. I had no idea the Council was growing so bold. With both Nosferatu and Vandal now working under the Council's banner, they've got a lot of highly developed ordnance on their side. If it weren't for heroes like you, I don't really know if we could stand against them.

Stop the Sky Raider bombing

Briefing

The Sky Raiders have taken on a nasty little mercenary job. It seems they've raided the Webber Pharmaceuticals building, and they're planning on gutting the place with firebombs! I need you to stop that Sky Raider bombing. You only have 75 minutes to deal with the Sky Raiders.

One more thing: I've learned that Lt. Foreman is running this operation. I want him taken into custody: otherwise, he'll only try these same tricks again. If Lt. Foreman escapes, this mission will be a failure.

Foreman is known for his willness; don't understimate him.

You hear a soft ticking sound. It seems the Sky Raiders are making good on their contract.

  • The name of the mission boss may vary. Possible names are Lt. Foreman and Lt Conner

That had to be nerve wracking. According to the Sky Raiders you arrested, this was all about a patent infringement. It seems Webber Pharmaceuticals tread on some powerful toes when they took their last product to the market. The only information I couldn't get was the name of the company that ordered the hit.

Stop the Sky Raiders before they can make off with Balsim's designs

Briefing

Have you heard of the mercenaries who call themselves the Sky Raiders? According to my sources, they're planning to raid the labs of Balsim Technologies. The Sky Raiders are always on the lookout for new weapons technology, and Balsim's highly publicized Cryonite Armor is certainly an appealing target. I'd like you to stop them before they can make off with Balsim's designs. You only have 75 minutes to repel the Sky Raiders.

Mission Acceptance

If you can lock down Balsim's computer network, you should be able to stop the Sky Raiders from accessing the designs for the Cryonite Armor.
