The top of Atlas' statue is the first place many flying heroes will go.
Location
The Top Dog exploration badge is located in Atlas Park at coordinates (134, 314, -340).
Directions
The badge marker is located in Atlas Park at the apex of the globe that the Atlas statue just in front of City Hall is holding. This badge is inaccessible to non-airborne heroes without teleporting.
